万历四十六年（1618年），陈琯举戊午科浙江乡试[2]，天启二年（1622年）成进士，礼部观政，获授合肥知县，崇祯元年拾遗，三年补河南布政司照磨，四年升任河南府推官，处理刑狱而写下《勿喜录》，以抵御流贼功劳，五年升任兵部职方司主事，六年升郎中。
崇祯八年，他外任常州知府，升苏松督粮道参议有政绩，十三年被革职，十六年考察，因病归乡，得知甲申之变激动而卒[1][3]。
