联合国最不发达国家、内陆发展中国家和小岛屿发展中国家高级代表办公室（United Nations Office of the High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States，UN-OHRLLS）是联合国秘书处的附属机构，主要业务是协调联合国及全球资源，帮助最不发达国家、内陆发展中国家与小岛屿发展中国家的发展，于2001年依联合国56/277号决议设立。[1]

对于这些发展中国家而言，联合国的这个办公室有多种角色。首先，该办公室根据《布鲁塞尔行动纲领》，协助联合国秘书长调度联合国的资源，在国家、区域、全球各层次上，协助解决这些发展中国家面临的问题；然后，它也贯彻执行《阿拉木图行动纲领》和《巴巴多斯行动纲领》，协助内陆发展中国家克服交通运输问题，并帮助小岛屿发展中国家的经济发展；最后，该办公室也积极向国际社会宣传这些发展中国家的困境，寻求国际社会支持改善这些发展中国家面临的发展问题。[2]
