Greater London Authority (GLA) er den lokale myndigheten som administrerer Stor-London. GLA ble opprettet 3. juli 2000 og består av en valgt borgermester og Londonforsamlingen med 25 medlemmer.
GLA erstatter til en viss grad Rådet for Stor-London (Greater London Council – GLC), som ble avskaffet av statsminister Margaret Thatcher i 1986. GLA ble etablert for å koordinere Stor-Londons bydeler, og borgermesterens rolle er å gi London et felles ansikt utad. Borgermesteren legger frem forslag til politikk og myndighetens budsjett, og utnevner ledere til byens transport- og utviklingsetater. Londonforsamlingen fører tilsyn med borgermesterens virksomhet og må godkjenne, og eventuelt endre, budsjettet.
Selv om GLA har mindre makt enn det tidligere Rådet for Stor-London, har det også fått noen fullmakter som det tidligere Rådet ikke hadde, som å utnevne medlemmer av styret for Scotland Yard.
GLAs ansvarsområder er:
Per 2006 genererer London 42 millioner tonn med utslipp av klimagasser, 7 prosent av det totale utslippet i Storbritannia. 44 prosent av dette kommer fra bolighus, 28 prosent fra kommersielle anlegg, 21 prosent fra transport og 7 prosent fra industrien.[1]
Borgermesterens energistrategi [2] planlegger å redusere nivåene for utslipp av klimagasser med 20 prosent innen 2010 og med 60 prosent innen 2050. Virkemidler for å oppnå dette målet er blant annet å opprette London Climate Change Agency, London Energy Partnership,[3] og opprettelsen av det internasjonale samarbeidet Large Cities Climate Leadership Group for å ta et globalt lederskap i reduksjon av klimagasser.[4]
