Võru vart grunnlagd 21. august 1784 etter ønske frå tsarina Katarina II av Russland og etter ordre frå generalguvernøren i Riga, grev George Browne.
Byen ligg ved breidda av Tamulasjøen.
Võru folkefestival finn stad her kvart år.
Friedrich Reinhold Kreutzwald, forfattaren av det estiske nasjonaleposet «Kalevipoeg», levde i Võru frå 1833 til 1877.
