Václav var son av Ottokar II av Böhmen og Kunigunde av Slavonia. Som konge i Böhmen etter at faren døydde la han under seg Schlesien, Kraków og Stor-Polen, og i 1300 let han seg krona som konge av Polen. I 1301 klarte han å få sonen sin Václav III vald til konge av Ungarn. Regjeringstida til Václav II var ei materiell blømingstid for Böhmen. Samtidig tiltok fortyskinga av landet.
