Hi! Some time ago I worked on checking and fixing files (images/photos etc.) on many wikis including ms.wiki. Then I took a break but now I started checking files again. Atm. I work on lb.wiki but started a bit on ms.wiki too.
If you have some time to spare perhaps you could have a look at Khas:Imej_tak_digunakan?
If a file is unfree (fair use) and is not in use then it should be deleted (unless it was removed from an article by a mistake).
Files in Khas:Imej_tanpa_kategori is also worth a check. Unless the system is not working then the file have no category and that mean it have no license.
My plan is to move the good files to Commons so the files can be used on other wikis too.
There are 4 templates (with matching categories) that would be useful:
I don't speak the language so I need to use google translate. It is best if a local member check the templates and make sure the text and the categories are correct.

Tapi saya tak terjemah la dulu. Kalau nak paparan portal ni tanpa ralat (contohnya templat memaparkan gambar ini ), awak kena terjemah nama topik yang dipilih bila guna mana-mana templat portal. Contohnya, "Biologi", awak kena ke Module:Portal/images/b dan cari perkataan "biology" dan terjemah. Begitu juga untuk topik-topik lain, cari Modul yang digunakan berdasarkan huruf pertama topik. Tapi andai terjemahan tu menyebabkan huruf pertama lain dari yang bahasa Inggeris, (contoh: Perubatan dan Medical), kena cari la yang huruf pertama BI dan pindahkan baris dalam modul tu ke modul huruf yang di pakai BM (contoh, Medical ada di Module:Portal/images/m, cut baris tu dan pindahkan ke Module:Portal/images/p dan terjemah menjadi Perubatan). I have tried to find the right page to write this but someone need to check files on ms.wiki and make sure they meet the requirements of the wmf:Resolution:Licensing_policy. I see that you have a userpage on Commons so I guess you know a good deal about copyright etc.
Commons do not allow non-free files but ms.wiki does and non-free files are only allowed if they are used in an article. As I said earlier on Wikipedia:Kedai_Kopi_(lain-lain)#Please_help_check_and_empty_Kategori:Wikipedia_orphaned_files there are many unused files (1,414) and all that are non-free should be added to an article or be deleted.
Just like on Commons all files should have a license and there are many files in Kategori:Semua fail Wikipedia dengan status hak cipta yang tidak diketahui that should be deleted.
Sometimes it helps to delete files that are also on Commons: Kategori:Semua fail Wikipedia dengan nama yang sama di Wikimedia Commons.
I know that it is hard to find enough users that understand copyright and have time to spare but this is important. All wikis must comply with the the Wikimedia Foundation resolution. It is like the constitution of Wikipedia.
Perhaps you can make a notice somewhere to get users to start checking and deleting files?
