ചൈനയും വിയറ്റ്‌നാമും ഉടമസ്‌ഥാവകാശം ഉന്നയിക്കുന്ന പ്രദേശമാണു പാർസൽ ദ്വീപുകൾ. പാർസൽ ദ്വീപുകളിൽ എണ്ണ ഖനനം ആരംഭിക്കാൻ ചൈന ഒരുങ്ങിയെങ്കിലും പിന്നീട് പിന്മാറി. ചൈനീസ്‌ ഖനന നീക്കത്തെ തുടർന്നു വിയറ്റ്‌നാമിൽ വൻപ്രക്ഷോഭം ഉണ്ടായിരുന്നു. പ്രദേശത്തുകൂടി സഞ്ചരിച്ച ചൈനീസ്‌ വിയറ്റ്‌നാമീസ്‌ കപ്പലുകൾ തമ്മിലും സംഘർഷങ്ങളുണ്ടായി.
