Apdzīvota vieta kartēs ir sastopama kopš 19. gadsimta kā Krievijas Impērijas Pleskavas guberņas Ostrovas apriņķa Višgorodas pagasta sādža Utrojas upes kreisā krastā.[1] Tā atradās 2 km attālumā no Pēterburgas—Varšavas dzelzceļa līnijas un aptuveni 4 km attālumā no tuvākās Ponderu stacijas.
1920. gadā Tuļinas sādžu kopā ar Višgorodokas pagasta lielāko daļu, saskaņā ar Latvijas—Krievijas miera līgumu, pievienoja Latvijas teritorijai. 1925. gadā Tuļinu kopā ar Višgorodokas pagasta dienvidu daļu iekļāva jaunizveidotā Gauru pagastā.
1944. gada 23. augustā Gauru pagastu kopā ar Tuļinu atdalīja no Latvijas un iekļāva jaundibinātajā Krievijas PFSR Pleskavas apgabalā. 1945. gada 16. janvārī Tuļina tika iekļauta jaunizveidotā Pitalovas rajonā kā Vorošilovas ciema padomes apdzīvotā vieta. 1954. gada 16. jūnijā Vorošilovas ciemu likvidēja un tā teritoriju pievienoja Pitalovas ciemam.[2]
No 1959. gada 3. oktobra līdz 1965. gada 12. janvārim Pitalovas ciems ietilpa Ostrovas rajonā.
1987. gada 11. februārī no Pitalovas ciema daļas tika izdalīts Tuļinas ciems, ar centru Belorusskijā. 1995. gada 26. janvārī Tuļinas ciemu reorganizēja par pagastu, bet 2015. gada 11. aprīlī Tuļinas pagastu apvienoja ar Utrojas pagastu.[3]
