अन्तरराष्ट्रीय नागर विमानन सम्मेलन, इसे शिकागो सम्मेलन भी कहते हैं, ने अन्तर्राष्ट्रीय नागर विमानन संगठन (ICAO) की स्थापना की। ICAO विश्वव्यापी हवाई यात्रा का नियंत्रण्, नियमन और स्मन्वयन करता है। यही इसके नियम इत्यादि भी बनाता है।
इस सम्मेलन का आठ अनुलग्नक परिणाम हैं। इनमें मानक और अनुशंसित प्रयोग यानि standards and recommended practices (SARPs) दिये हुए हैं। इनका संशोधन ICAO द्वारा होता है, और निम्न प्रकार से है:

Annex 5, Units of Measurement to be Used in Air and Ground Operations, named in its Table 3-3 three "non-SI alternative units permitted for temporary use with the SI": the foot (for vertical distance = altitude), the knot (for speed), and the nautical mile (for long distance).
