Ngoi-kâu (Diplomacy) he yit-ke koet-kâ, sàng-sṳ fe̍t chû-chṳt tén chhai Koet-chi kôan-he sông ke fa̍t-thûng, khì muk-tit chhai yî kien-li̍p nèn-kèu mân-chiuk pí-chhṳ́ sî-khiù ke kôan-he. Yì fu phai sṳ́ chiet, chin-hàng thàm-phan, fi-thàm. Yit-pân lòi-kóng ngoi-kâu he koet-kâ chṳ̂-kiên thûng-ko ngoi-kâu kôn-chhiu fò-phìn, vùn-fa, kîn-chi, mo-yi fe̍t chan-châng tén mun-thì chin-hàng hia̍p-sông ke ko-chhàng thí-hì. Yit-pân lòi-kóng Koet-chi thiàu-yok sú-siên he yù ngoi-kâu-kôn hia̍p-sông yì sṳ̀n, yèn-heu yù koet-kâ ke Chṳn-chhṳ-kâ phî-chún chhiâm-shù sâng háu ke. Koet-kâ, Koet-chi kiên ke ngoi-kâu vì pâng kâu fe̍t koet kâu, sàng-sṳ, sàng chi kiên ke ngoi-kâu vì yû-hó sàng-sṳ.
