Yes, it should have read "the opening quote mark", not closing. And it actually refers to a real, physical, thing: the printer took a comma sort and turned it upside-down.
I suspect, but I don't know for sure, that the closing single quote was just a regular apostrophe 'sort' because printers would use many of those anyway.
