"peer to peer" in the first sentence is not correct. A protocol need not be peer to peer to be part of DeFi. For example, Uniswap, which is the most high-profile DeFi project right now, does not involve peer to peer transactions. Liquidity providers deposit assets to a smart contract to form a pool and then people can swap assets in the pool by interacting with a smart contract that sets prices through a bonding curve. Both LPs and asset swappers are interacting with a smart contract, not directly with each other. I think its is more accurate to say that DeFi is a form of finance that does not rely on custodying assets with and interacting with a centralized organization such as a brokerage or centralized exchange.
