Please solve this mystery if you can...
On September 23rd, traffic to Portal:James Bond doubled, and has stayed at the new level since then. I can't figure out what happened.

Traffic to Outline of James Bond stayed the same (though it was at the higher-level already), which leads me to suspect changes made somewhere in Wikipedia.

Hey, Iopensa! Have you gone to the village pump to see if you can revitalize it? That seems like the best thing to do according to what I saw on the wikiproject page. I was once involved in creating a wikiproject. If you want the wikiproject to be relatively subordinate, but still existing (and in fear of one day being inactive again) then get ready to devote some amount of time. But if you want it to be a really important wikiproject, get ready to devote a lot of time. The wikiproject that I started took me some amount of time to make it visible, and fortunately when I was no longer interested in the subject there were other people to take the helm. The first thing you have to do is to try to get participants. And that's actually something you have no control over. When I started my wikiproject I tried to recruit people who edited on that subject matter, but most people told me that they only had a passing interest. Unfortunately in your case, most people are attracted to novelty. I think that it would be hard to get people interested in a dead wikiproject. If you're looking for something less challenging with the hope of growing to the status of a wikiproject you can start by making it a task force of wikiproject visual arts. I did that one time (not with this subject). But your best bet in anything you do is to get the right participant to your wikiproject or task force. If you get somebody with time, energy and who knows how to operate within the realm of Uncle Wiki, then in that case, you have it made. I on the other hand like Contemporary Arts a good deal, but I don't have any of those qualities, and I've learned that I especially don't have the knack for Wikipolitics. Dealing with that last part can get pretty depressing sometimes. But if you are interested in more tips on how to get a wikiproject up and running just let me know. The original contemporary art project closed because there were only a few members, and most of them were engaged in the wider visual arts project anyway. There's also the herding cats problem. And I'm not sure your statement on the contemporary art project page is specific enough to galvanise support (criticism of an anti-intellectual approach, but also an attack on jargon...) Based on the assumption that I have a conflict of interest with doual'art and related articles, and based on the assumption that I am the author of self-promotional work on Wikipedia, you have been systematically removing from Wikipedia any content mentioning the name of a list of institutions and projects I have been working with. You have added a banner on several pages accusing a major contributor of the article to have a conflict of interest, and you have been erasing content from articles in which you assume I have links or conflict of interest (you indicate in the object of your edits "self promotion").
More specifically regarding your systematic edits aiming at erasing all content mentioning the name of lettera27 Foundation, WikiAfrica, Mobile A2K, iStrike Foundation, or adding to articles the COI template:
I am puzzled that your edits started by removing seven bibliographical references from doual'art article with the object "Dead links". I presume "dead links" referred to the link to Zayd Mini article which was not any longer directly associated to the specific article but only to the magazine. I also presume you considered the bibliography too generic; therefore I added references to the specific page and a description of the content of the publication even if I do not believe this is a common practice. I also trust that your edits are not related to my disobedience to the request you made to me on the phone in June 2013, that all contacts with Swiss institutions have to be previously authorized by you; I clearly disobeyed and I will always do.
We are in a period in which conflict of interest is at the centre of a lot of attention on Wikipedia. I do share those concerns and I think it is important to monitor content and editor's behaviors. I also understand that it is not always easy to properly check information, but i trust this very long massage (sorry) provides you all possible clarifications. I am not going to do any edits myself as I could be said to have a COI with regards to Africa Centre (I actually not only do not have any COI with the other organisations, but do not even know them and what they do and how important they are. So would not edit anything about them anyway). But I'd like to make a few comments :
I'd like to add some context to this discussion, based off of the Plain and Simple Conflict of Interest Guide:
It's important to note the difference between paid editors and paid advocates. It's not a problem if paid editors edit neutrally and add content that is notable and verifiable. It is a problem if paid editors advocate for organizations' interest over Wikipedia's interests. Also, as noted above, full disclosure is key here, both on userpages and related article talk pages. Hello. I've revamped the contest page into this, based on the new British model. Long term goal, but I've added entries since the beginning of July to give it some initial life. Hello, Iopensa. Voting in the 2018 Arbitration Committee elections is now open until 23.59 on Sunday, 3 December. All users who registered an account before Sunday, 28 October 2018, made at least 150 mainspace edits before Thursday, 1 November 2018 and are not currently blocked are eligible to vote. The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process. It has the authority to impose binding solutions to disputes between editors, primarily for serious conduct disputes the community has been unable to resolve. After a successful first iteration of the “Months of African Cinema” last year, we are happy to announce that it will be happening again this year, starting from October 1! In the 2018 edition of the contest, about 600 Wikipedia articles were created in at least 8 languages. There were also contributions to Wikidata and Wikimedia commons, which brought the total number of wikimedia pages created during the contest to over 1,000.
