Relations with France and Russia: The nuclear facility, destroyed by Israel, was a French (insert photo of Chirac and Saddam) project in the oil rich country. Major weapons imports to Iraq came from France and Russia, especially during the Iran-Iraq conflict. Statistics concerning weapons trade can be found at: http://projects.sipri.se/armstrade/IRQ_IMPRTS_73-02.pdf.
Also important: Russian (agreement signed in 1997 with Lukoil), French (TotalFinaElf) and Chinese oil companies made multi-billion dollar drilling deals with Saddam Hussein. The Second Gulf War was not supported by these countries for fear of their contracts with the dictator being annulled by a democratically elected Iraqi government.
