English: A ceremony at Iolani Palace where the Navy returned access control of the island of Kaho'olawe to the State of Hawaii, US Navy Newsstand photo
031112-N-3228G-001 Pearl Harbor, Hawaii (Nov. 12, 2003) -- Commander, U.S. Pacific Fleet Adm. Walter F. Doran, left, Rear Adm. Barry McCullough, Commander, Navy Region Hawaii and Commander, Naval Surface Group Middle Pacific, and Hawaii state government officials watch a hula performance (by Frank Kawaikapuokalani Hewett) during a ceremony at Iolani Palace where the Navy returned access control of the island of Kahoʻolawe to the State of Hawaii. Pres. William J. Clinton signed a fiscal year 1993 appropriations act that conveyed title of the island back to the state and entered into a memorandum of understanding with the state regarding cleanup and control of the land. Kahoʻolawe was used as a bombing range from World War II to the end of the Cold War and the Navy has spent $460 million to remove ordnance from more than 20,000 acres.
