English: Baron Roman Romanovich Rosen was the Russian ambassador to the United States during the Russo-Japanese War. He was also former ambassador to Japan, and had attempted to prevent the conflict in the first place. When Theodore Roosevelt attempted to mediate the hostilities, he was part of the Russian delegation along with Sergei Witte that travelled to the Portsmouth Peace Conference to negotiate a cessation of hostilities and a peace treaty.
