Images composed of simple shapes, lines, and letters such as those below should be recreated using vector graphics as an SVG file. These have a number of advantages, such as making it easier for subsequent editors to edit them, enabling arbitrary scaling at high quality, and sharp high-resolution renderings for print versions.

Fair use SVGs
Fair-use SVGs shouldn't include more detail than is necessary to display them accurately at their current resolution. Also, it may not be worth spending much time to convert images, as they'll still be non-free after conversion.
If replacement images (e.g. in the case of flags) can be found of similar or better quality that are released under a free license (or in the public domain), then those images should be used instead. Those images can then be recategorised or converted straight to SVG.
