የአሜሪካ ሕገ መንግሥት 22ኛ ማሻሻያ አንቀጽ

የአሜሪካ ሕገ መንግሥት 22ኛ ማሻሻያ አንቀጽ (Amendment) ለአሜሪካ ፕሬዚዳንት የሚገዙበት ዘመን ቁጥር ይወስናል። እሱ «ማንም ሰው ለፕሬዚዳንት ማዕረግ ከሁለት ጊዜ በላይ አይመረጥም፤ ከሌላ ፕሬዚዳንት ዘመን ከ2 አመት በላይ የጨረሰ ሰውም ከ1 ጊዜ በላይ አይመረጥም» የሚለው የአሜሪካ ሕገ መንግሥት መለወጫ ነው። ይህ መለወጫ በ1943 ዓ.ም. ሕጋዊ ከመሆኑ በፊት በሕገ መንግሥት ዘንድ አንድ ሰው እንደ ፕሬዚዳንት በሚመረጡባቸው ዘመናት ቁጥር ምንም ወሰን አልነበረም። ከፍራንክሊን ሮዘቨልት አስቀድሞ ማንም ሰው ከ2 ጊዜ በላይ አልተመረጠም ነበር። ፍራንክሊን ሮዘቨልት ግን 4 ጊዜ ተመረጡ። ከሳቸው በኋላ ነው ሕጉ የተለወጠ።

ሕገ መንግሥት ለመለውጥ እንዳለው ሥራት የአሜሪካ ምክር ቤት በመጋቢት 15 ቀን 1939 ዓ.ም. ሃሣቡን አቅርቦ በክፍላገሮች በአስፈላጊው ቁጥር በየካቲት 20 ቀን 1943 አጸደቁትና ወዲያው ሕግ ሆነ።

የማሻሻያው አንቀጽ በእንግሊዝኛ

Section 1

No person shall be elected to the office of the President more than twice, and no person who has held the office of President, or acted as President, for more than two years of a term to which some other person was elected President shall be elected to the office of the President more than once. But this Article shall not apply to any person holding the office of President when this Article was proposed by the Congress, and shall not prevent any person who may be holding the office of President, or acting as President, during the term within which this Article becomes operative from holding the office of President or acting as President during the remainder of such term.

Section 2

This article shall be inoperative unless it shall have been ratified as an amendment to the Constitution by the legislatures of three-fourths of the several States within seven years from the date of its submission to the States by the Congress.

ክፍል 1

«ማንም ሰው ለፕሬዚዳንት ማዕረግ ከሁለት ጊዜ በላይ አይመረጥም፤ ከሌላ ፕሬዚዳንት ዘመን ከ2 አመት በላይ የጨረሰ ሰውም ከ1 ጊዜ በላይ አይመረጥም። ይህ አንቀጽ ግን የሕጉ ምክር ቤት ይህን አንቀጽ ባቀረበት ጊዜ ፕሬዚዳንትነቱን የያዙትን ማንም ሰው አይወስንም። እንዲሁም ይህ አንቀጽ ተግባራዊ በሆነበት ዘመን ፕሬዚዳንትነቱን የያዙትን ወይም በፕሬዚዳንት ፈንታ የሠሩትን ማንም ሰው ለዚህ ዘመን ቀሪ ፕሬዚዳንትነትን ከመያዝ ወይም በፕሬዚዳንት ፈንታ ከመሥራት አይከለክላቸውም።»

«ይህ አንቀጽ ምክር ቤቱ እሱን ወደ ክፍላገሮች ከላከበት ቀን ጀምሮ በሰባት አመት ውስጥ በ3 አራተኞች ከክፍላገሮቹ ቁጥር በሕግ አወሳኝ ቤቶቻቸው የሕገ መንግሥት መለወጫ ሆኖ ካልጸደቀ በቀር ተግባራዊ አይሆንም።»
