In 1935-1945, NKVD had separate and parallel ranking system which later was merged into one military standardized rankings. Commissar 2nd Class of State Security was the third top rank. There were only twenty recipients of the rank. Almost all twenty recipients eventually suffered from political repression in the Soviet Union and many were convicted to the capital punishment (by firing squad). Seven were given the military rank of Colonel general.
