The storyline addresses the aftermath of the storyline "Avengers: Standoff!" and the ongoing series Captain America: Steve Rogers, in which Captain America has been revealed to be acting as a sleeper agent and covertly setting the stage to establish the terrorist organization Hydra as the main world power.
